BG344444135 in theory yes. that's why I bought it. but practice is different than theory - I expect it will not be that easy, because real upconverter have a lot more circuitry to give results under varying conditions. the ham-it-up does upconverting with a much fancier circuit, and aimed at non-experts.

Q: How do you use this as ionizer?

BG344444135 if the outputs are far enough that they don't make a spark, that is ionizing the air, both positive and negatively. not sure if it is designed to operate without a spark, I would assume a chance it could burn out, but it's cheap enough to replace. Be aware that ions are the purest form of "free radicals". it's better to to electrostatically filter air without ions, which uses much lower voltage (thousands of volts).

BG344444135 it probably depends on how you plan to use it. if similar devices are legal, this is probably too. but I'm not a Norwegian lawyer.
